Every child deserves the best possible start in life and the support that enables them to fulfill their potential. Children develop quickly in the early years and a child’s experiences between birth and age five have a major impact on their future life chances. A secure, safe and happy childhood is important in its own right. Good parenting and high quality early learning together provide the foundation children need to make the most of their abilities and talents as they grow up.

Admissions

You can apply for a nursery school place for September 2024, if your child was born between 1 September 2020 and 31 August 2021.

Your child can attend nursery either in the mornings, the afternoons or the option of 30 hours is available. Please let us know which option you require during your application.

If there are more children than there are places remaining in the nursery, then the available places will be offered to those who live closest. The distance will be measured in a straight line from home to the centre point of the school site.

Harrow Council Admission Criteria

If more applications are received than there are places in a nursery, places will be offered to children in the following order:

A 'looked after child' or a child who was previously looked after but immediately after being looked after became subject to adoption, care arrangements or special guardianship order, including those who appear to the admissions authority to have been in a state care outside of England and ceased to be in state care as a result of being adopted.
Children referred by Harrow’s Special Educational Needs Assessment and Review Service
Sibling link - children with a brother or sister attending the linked primary, infant or junior school at the time of the admission
All other children

Free early years childcare is available the term after your child's 3rd birthday, To apply for a place through Harrow Council Admissions Complete the application form and email us with the required documents. Failure to provide the required information could result in your application not being processed.

2 Year Old Funding

You may be entitled to up to 15 hours a week of free early years childcare with an approved provider. The entitlement starts the term after your child’s second birthday.

To qualify you must meet either criterion A, B, C or D.

Criterion A: Economic: Children whose parents/carers are in receipt of one or more of the following benefits:

Income Support.
Income based Job Seekers’ Allowance (JSA).
Income-related Employment and Support Allowance (ESA).
Universal Credit - if you and your partner have a combined income from work of £15,400 or less a year, after tax, not including benefit payments.
Tax Credits, and the combined household (both parents) income is £16,190 or less a year, before tax.
The guaranteed element of the State Pension Credit.
The Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit).

Criterion B: Children looked after by the Local Authority:

Child in Care ‘looked after’.
Child has left care under an adoption order, special guardianship order or a child arrangements order.

Note: social worker details are required to verify eligibility for Criterion B.

Criterion C: Child with Special Educational Needs and/or Disability as defined by:

Children in receipt of Disability Living Allowance (DLA).
Child with a current Statement of Special Educational Needs (SEND).
Child with an Education, Health and Care (EHC) Plan.

Note: documentation copies are required to verify eligibility for Criterion C.

Criterion D: Non-EEA citizen who can not claim benefits and are getting support under the Immigration and Asylum Act:

Claimed asylum in the UK and are waiting for a decision (known as 'Part 6').
Been refused asylum in the UK (known as 'Section 4').
If the combined household (both parents) income is £15,400 or less a year, after tax, and have either;
- leave to remain 'with no recourse to public funds' on family or private life grounds.
- the right to live in the UK because the parent(s) are the main carer(s) of a British citizen (known as a 'Zambrano Carer').

30 Hours Free Childcare

You may be entitled to 30 hours free childcare if

you live in England
your child is 3-4 years old
You may have to pay for additional services like lunch provision, nappies and wipes.

Eligibility

Your eligibility depends on:

if you are working
your income (and your partner’s income, if you have one)
your child’s age and circumstances
your immigration status

You can get 30 hours free childcare at the same time as claiming Universal Credit, tax credits, childcare vouchers or Tax-Free Childcare.

If you are working

You can usually get 30 hours free childcare if you (and your partner, if you have one) are:

in work
on sick leave or annual leave
on shared parental, maternity, paternity or adoption leave

If you’re on adoption leave for a child aged 3 to 4 years old, you must return to work within 31 days of the date you first apply for 30 hours free childcare for that child.

If you are not currently working

You may still be eligible if your partner is working, and you get Incapacity Benefit, Severe Disablement Allowance, Carer’s Allowance, Limited Capability for Work Benefit or contribution-based Employment and Support Allowance.

You can apply if you’re starting or re-starting work within the next 31 days.

Your income

Over the next 3 months you and your partner (if you have one) must each expect to earn at least:

£2,167 if you’re aged 23 or over
£2,117 if you’re aged 21 or 22
£1,557 if you’re aged 18 to 20
£1,098 if you’re under 18 or an apprentice

This is at least the National Minimum Wage or Living Wage for 16 hours a week on average.

You can use an average of how much you expect to earn over the current tax year if:

you work throughout the year but do not get paid regularly
you’re self-employed and do not expect to earn enough in the next 3 months

If you’re self-employed and started your business less than 12 months ago, you can earn less and still be eligible for 30 hours free childcare.

When to apply

You can apply from when your child is 2 years and 36 weeks old.

Check with your childcare provider to find out the exact date your 30 hours free childcare starts.

You have to reconfirm your eligibility every 3 months. If you apply more than 3 months before the term starts, you’ll have to reconfirm your eligibility in your account in order to keep your code valid.

Apply online for 30 hours free childcare.

If you are applying for 30 hours and someone else already claims Tax-Free Childcare for that child, your application will be unsuccessful.

If you have a partner

You must include your partner in your application if you are:

married or in a civil partnership and live together
not married or in a civil partnership, but living together as though you are

Their employment and income will not affect your eligibility if they:

are or will be absent from your household for more than 6 months
are a prisoner

You and your partner cannot both have accounts for the same child.

If you are separated. You and your ex-partner need to decide who should apply if you are jointly responsible for your child. If you cannot decide, both of you must apply separately and HMRC will decide who gets a childcare account. After you’ve applied Once your application has been approved, you’ll get a code for 30 hours free childcare to give to your childcare provider.
